تطوير سياسات العلوم والتكنولوجيا وزيادة تنافسية الاقتصاد الليبي بالابتكار
استقبل الدكتور عبد اللـه عبد العزيز النجار، رئيس المؤسسة العربية للعلوم والتكنولوجيا، ومقرها الشارقة، أمس وفدا من مجلس التخطيط الوطني الليبي، ضم كلمن المهندس محمد نصر الدين سيدون رئيس اللجنة التيسيرية للمجلس، وعبد الناصر عبد السلام أحمد مدير إدارة الدراسات والخطط بالمجلس الليبي، والدكتورضياء الدين الصادق أبو هدرة رئيس الفريق المكلف بمتابعة برامج التعاون مع المؤسسة. وشارك في الاجتماعات الدكتورة غادة محمد عامر، نائب رئيس المؤسسةالعربية للعلوم والتكنولوجيا.
وقال الدكتور عبد اللـه عبد العزيز النجار، رئيس المؤسسة العربية للعلوم والتكنولوجيا أن قنوات الحوار والتعاون مع المجلس الليبي مفتوحة منذ عام 2009، ولكنالثورة الليبية، دفعتنا، شأن باقي ثورات الربيع العربي، للتروى واستشكاف الصورة، خاصة وأن هدفنا ورسالتنا المساهمة في جهود بناء مجتمع المعرفة في الدولةالعربية، وليبيا الشقيقة، ودفع عجلة التنمية المستدامة في دول المنطقة العربية.
أضاف الدكتور عبد اللـه النجار، أن النجاحات الكبيرة التي حققتها دولة الإمارات العربية المتحدة، بإعتبارها نموذجا يحتذى به عربيا، والتواجد العربي للمؤسسة عبر برامجها المتنوعة، جعلت من الأشقاء الليبيين في مجلس التخطيط الوطني مهتمين بإعاء فتح قنوات الحوار والتعاون لتفعيل مذكرة التفاهم والتعاون التي تم توقيعها بينالمؤسسة العربية للعلوم والتكنولوجيا ومجلس التخطيط الوطني الليبي، للمساهمة في تطوير سياسات العلوم والتكنولوجيا في ليبيا وزيادة تنافسية الاقتصاد الليبي عبرتطبيق نظام محلي للابتكار.
العهد الجديد وتوطين العلوم والتكنولوجيا
من جانبه، قال المهندس محمد نصر الدين سيدون رئيس اللجنة التيسيرية لمجلس التخطيط الوطني الليبي: ناقشنا مع الأشقاء في المؤسسة العربية للعلوم والتكنولوجياسبل تعميق أواصر التعاون المشترك مع ليبيا "العهد الجديد"، عبر التوطين للعلوم والتكنولوجيا، القائم على الابتكار، ليستفيد به المجتمع والاقتصاد الليبيين، لما للمؤسسةمن خبرة في هذا المجال.
أضاف: أكدنا لمسؤولي المؤسسة اهتمامنا في مجلس التخطيط الليبي بتفعيل مذكرة التفاهم الموقعة بين الجانبين، والتي حالت ظروف عدم استقرار الأوضاع في ليبيا بعدالثورة في تطبيقها على أرض الواقع. ومع استتاب الأحوال والأمن، برزت أهمية إحياء وتفعيل التعاون المشترك، مع تحديد البرامج والمشاريع ذات الأولوية، إتساقا معخطة مجلس التخطيط الوطني لعام 2013، بحيث يكون لهذه البرامج والمشاريع مردودا إيجابيا على الاقتصاد والمجتمع الليبي.
تطبيق نموذج للابتكار المحلي
أوضح عبد الناصر عبد السلام أحمد مدير إدارة الدراسات والخطط بالمجلس الليبي: تخطط المؤسسة العربية للعلوم والتكنولوجيا بالتعاون مع مجلس التخطيط الليبيلتنظيم حلقة نقاشية خلال النصف الأول لعام 2013، حول "اقتصاد المعرفة واستراتيجيات التنمية المبنية على العلوم والتكنولوجيا". وسيتم بعد شهر من هذه الورشة،بللوة استيراتيجية متكاملة، تقوم بمقتضاها المؤسسة العربية للعلوم والتكنولوجيا، بتطبيق نموذج نظام الابتكار المحلي، لزيادة تنافسية الاقتصاد الليبي، بالشراكة معمجلس التخطيط الوطني في ليبيا، بما يخدم ويلبي الاحتياجات الاجتماعية والاقتصادية، عبر توظيف العلوم والتكنولوجيا. وهذا تأكيدا لدور مجلس التخطيط الوطني، فيالإشراف على البرامج والمشروعات والدراسات الداعمة، لإرساء أسس وقواعد مجتمع المعرفة، وتسخير العلوم والتكنولوجيا، لتحقيق التنافسية للاقتصاد الليبي، عبرتوظيف الابتكار.
تطوير سياسات العلوم وتوطين التكنولوجيا
وأشارت الدكتورة غادة محمد عامر، نائب رئيس المؤسسة العربية للعلوم والتكنولوجيا إلى أن مجالات التعاون بين المؤسسة العربية للعلوم والتكنولوجيا ومجلسالتخطيط الوطني الليبي، تشمل: تطوير السياسات الوطنية الليبية في مجال العلوم والتكنولوجيا وتفعليها في بناء اقتصاد المعرفة في ليبيا، وتطوير ووضع التشريعاتالمعنية بنقل وتوطين التكنولوجيا وانتشارها محليا داخل ليبيا، ووضع الآليات والمنهجيات اللازمة لتحفير الابتكار العلمي والتكنولوجي والاستثمار فيه، مع بناء القدراتالمهنية وخاصة في مجال إدارة الحاضنات ومكاتب نقل التكنولوجيا والتفاوض والتعاقد وإدارة صناديق الاستثمار في التكنولوجيا، علاوة على التنظيم المشترك للندواتوالمؤتمرات وورش العمل في مجال العلوم والتقنية، ومراجعة وتطوير المصطلحات العلمية والتقنية وإعداد الإصدارات المتعلقة بهذا المجال.

ASTF and NPC cooperate to
Develop Libyan science and technology policies and increase the competitiveness of the economy through the innovation
Dr Abdalla Alnajjar, president of the Arab Science and Technology Foundation (ASTF), based in Sharjah (UAE), meet yesterday a delegation from the National Planning Council of Libya (NPC), to include all of Mohamed Nasr Eddin Seddon, president of the National Planning Council of Libya, Abdul Nasser Abdul Salam Ahmad, Director of Studies and plans in the NPC, and Dr. Diaa Eddin Sadiq Abu Hadra team leader in charge of the follow-up programs of cooperation with the ASTF. Dr. Ghada Amer, Vice president of the Arab Science and Technology Foundation participated in this meeting.
Dr Abdalla Alnajjar, president of the Arab Science and Technology Foundation (ASTF) said that: the channels of dialogue and cooperation with the National Planning Council of Libya are opened since 2009, but the Libyan revolution, led us, like the rest of revolutions Arab Spring, for irrigated and explore the image, especially as our goal and our mission to contribute to efforts to build knowledge society in the Arab countries, including Libya, and to advance the sustainable development in the Arab region.
Dr Abdalla Alnajjar added that the great successes achieved by the United Arab Emirates, as a standard model in the Arab world, and the presence of ASTF through its programs in the Arab countries, made the siblings Libyans in the National Planning Council interested in reopening the channels of dialogue and cooperation to activate the memorandum of understanding and cooperation (MoU) that was signed between the Arab Science and Technology Foundation and the National Planning Council of Libya, to contribute to the development of Science and Technology Policy in Libya and increase the competitiveness of the Libyan economy through the application of a local system of innovation.
New Testament and the resettlement of Science and Technology
For his part, Eng. Mohamed Nasr Eddin Seddon, president of the National Planning Council of Libya (NPC) said that: We discussed with our brothers in ASTF the ways to deepen mutual cooperation with Libya, "the New Testament," through resettlement of Science and Technology, which is based on innovation, to benefit Libyan society and economy, because of the ASTF’s experience in these fields.
He added: we emphasized to the ASTF’s high management our interest in the Libyan the National Planning Council, in activating a memorandum of understanding signed between the two sides, and that circumstances preclude the uncertainty in Libya after the Revolution in its application on the ground. However, rebuilding stability and security, the importance of revival emerged and activating this memorandum of understanding and cooperation, with the identification of programs and priority projects, in line with the National Planning Council plan for 2013, so that these programs and projects will give a positive impact on the economy and the Libyan society.
Application of a Local innovation system
Abdul Nasser Abdul Salam Ahmad, Director of Studies and plans in the NPC said that: ASTF is planning in collaboration with NPC to organize a workshop during the first half of 2013, on the "knowledge economy and development strategies based on science and technology." And will be a month after this workshop, catalyze an integrated strategy, under which the Arab Science and Technology Foundation (ASTF), will install a local innovation system, to increase the competitive Libyan economy, in partnership with the National Planning Council in Libya, in order to serve and meet the social and economic needs, by employing science and technology. This issue affirms the role of the NPC, to oversee the programs, projects and supporting studies, to lay the bases and rules of the knowledge society, and to harness science and technology, to achieve the competitiveness of the Libyan economy through the innovation.
Develop Science policies and Technology Settling
Dr. Ghada Amer, vice president of the Arab Science and Technology Foundation (ASTF) referred that the fields of cooperation between ASTF and NPC, include: the development of the Libyan national policies in science and technology and employ these policies in the knowledge-based economy in Libya, the formulation and the development of legislations on the technology transfer and spread locally within Libya, developing mechanisms and methodologies for encourage and support scientific and technological innovation and investment, professional capacity building, especially in the management of incubators and technology transfer offices, negotiation and contracting, management of investment funds in technology, as well as the joint organization of seminars, conferences and workshops in the field of science and technology, and the review and development of scientific and technical terminology and prepare publication related to this field.
